Hotels have hundreds of people coming and going each week, which means lots of spills and messes to clean up in individual rooms. Sometimes, a weird smell will arise out of a certain room. This may be something that the maid staff is not able to deal with, because they themselves are unable to find the source, so they since use an air freshener to mask the smell and move on. This becomes a problem if this occurs over time, because the smell will gradually get worse, and most likely move straight into the air ducts.
